💸 Family Income Criteria (The Biggest Factor)

The most important factor is your Family Income Category (E1, E2, E3). The application process runs in phases:

  • Phase 1 — Evaluation: Only E1 category (lowest income) applications are evaluated first.
  • Phase 2 — Evaluation: Opens after Phase 1. Evaluated in order: E1 (Phase 1 applicants) → E2 (Phase 1 applicants) → E2 (Phase 2 applicants) → E3 (Phase 1 or 2 applicants), each step only if seats still remain.
  • Phase 3 — Evaluation: Opens only if seats remain after Phases 1 & 2. All categories are evaluated (E1 + E2 + E3).

Note: Anyone can apply when applications open — regardless of income category. E2 and E3 candidates simply won't be evaluated until their phase opens. Applying early gives you priority over others in your category who wait.

🎯 Eligibility & Course Duration Limits

To be eligible for the SVS scheme, you must meet strict state criteria:

  • Domicile: Must be a resident of Rajasthan.
  • Age: Must be less than 35 years old as of 1st July of the financial year.
  • Academic Minimum: Must have scored at least 60% marks in the last qualifying exam passed.
  • Ranking Standard: Admission must be secured in the Top 1-50 global universities exclusively based on Times Higher Education (THE) World Rankings (General)not QS rankings, not subject-specific rankings, and there are no restrictions on the course you can study.

Maximum Funded Course Durations

  • Undergraduate (UG): 4 Years
  • MBBS: 4.5 Years
  • Postgraduate (PG): 2 Years
  • Ph.D.: 3 Years
  • Post-Doctoral: 1.5 Years

🏆 How Selections are Made (The Merit System)

Selection is phase-based by family income. Each phase opens only if seats are left over from the one before — so the lowest-income category gets first claim on every seat.

Phase 1

E1 only

Lowest income — below ₹8 LPA

Opens first. Only E1 applications are evaluated.

Phase 2

E1 → E2 → E3

Opens after Phase 1 closes

E1 (Phase 1 applicants) evaluated first → then E2 (Phase 1 applicants) → then E2 (Phase 2 applicants) → finally E3 (Phase 1 or 2 applicants) if seats still remain.

Phase 3

E1 + E2 + E3

Opens only if seats remain after Phase 2

All categories evaluated again if seats are still unfilled after Phases 1 and 2 complete.

Common misconception: Many think only E1 candidates can apply in Phase 1. In reality, anyone can apply the moment applications open — E2 and E3 candidates simply won't be evaluated until their respective phase. The benefit of applying early: you get priority over others in your category who wait for their dedicated round.

Apply for the PAN card of the student and both parents early. Income verification leans on these, and a missing PAN stalls everything.
